Alumni Meeting with North Philippine Union Conference President

A conversation between Ernie Andres and Pastor Mangiliman regarding Northern Luzon Adventist College and Hospital had already started while I was still preparing to formally open the meeting and welcome those in attendance.  Present until we closed with a prayer by Dr Baroi, were: 1) Lita Laoyan, 2) Armand Zabala, 3) Ernie Andres, 4) Fenina Garaza, 5) Suranjan Baroi, 6) Rose Malaguit, 7) Rachel Zamora, 8) Romulo Tabo, 9, 10) Noli and Sony Poblacion, 11) Fran Santos, 12) Efren Calaguas, 13) Jonathan Chin, 14) Elfrie Cuizon, 15, 16) Lito and Cora Coo, 17) Romeo Mangiliman, 18, 19) Li and Beth Cerdenio

News of recent developments in the NPUC, according to Pastor Mangiliman:
1.  A bill is in Congress/Batasan, sponsored by the Honorable Harley Abayon, to renew the permit to operate Hope Channel for the next 25 years, 
2.  The creation-- actually a revival -- of Northeast Luzon Mission (NELM) this time with headquarters in Alicia, Isabela consisting of a portion of the Northern Luzon Conference territory. 
3. Palawan Adventist Hospital (Adventist Medical Center - Palawan?) was chosen by the  staff of President Duterte, during the Chief Executive's visit to the province, as his first  stop in case of an emergency. 
4.  Philippines for Christ 2018 with a goal of 82,000 harvest of new converts in the North Philippines.  Actually, a hundred thousand was the goal set for the three Philippine union  conferences.  They are praying and invite all those who are able to join hands with them in this evangelistic thrust in July next year.

Issues and concerns raised:
1.  Loss of the Thirteenth Sabbath offering overflow for the Palawan Adventist Academy after a building contractor, reportedly a former SDA, failed to make good his promise.  He took the money - around Php 4mil - and ran with it.
2.  a) Security concerns in AUP's backyard due to encroachments by squatters.  Suggested solution by the AUP Administration is to sell that piece of property that forms the boundary between us and what belongs to the Ayala Corporation.  Instead of the more than 160 hectares campus property, AUP officials guesstimate 110 hectares should be more than sufficient for our university's present and future needs.
      b) Offer by Crocodile Company executive to provide Php10 mil for the construction and development near the front gate and the fence facing the Tagaytay-Silang road of shops or business structures for lease.
3.  Fundraising campaign for the construction of a new College of Education building.  My comment:  Isn't there already a College of Education building - named Elena Tojino Corpuz Memorial Education building? Why not fund the maintenance and further development of the same - what we already have?
4.  a) The preparation and/or recruitment of qualified College of Medicine faculty.  Presently, only three fulltime basic sciences faculty are Adventists.  How many Adventist clinical faculty are connected with the Batangas Medical Center? Nil? 
      b) SSD annual (?) subsidy of Php 2mil to AUP COM for its operation - so our Adventist medical students can be taught by mostly non-Adventist faculty.🤔.
      c) The requirement for a training hospital on the AUP campus with sufficient charity beds and services to meet the needs of our medical, nursing, and medical laboratory science students.

Overall, our meeting was pleasant and cordial.  Pastor Mangiliman was prepared to listen and most, if not all, felt that he kept mental notes of what he was told by listening intently to the other side than the stories of those he already heard.☺🤔

This report is incomplete.  I sincerely wished those who sent me their comments via e-mail were present.  I forwarded them to Pastor Mangiliman so he can read them after his return home to NPUC.

Thank you, Elfrie, for reminding me.  I knew I wouldn't be able to recall everything we talked about. I'm not familiar with the GC policy (L60?) and Pastor Mangiliman had to request you to enlighten us regarding its content. I was simply guessing it may have to do with administrative suspension or preventive suspension? so a fair and impartial investigation may be conducted. We all agreed, I believe, in fairness to all concerned that we withhold passing judgment until a thorough investigation has been done.  The accused is considered innocent until proved guilty, correct?  In any case, here's a link to the GC policy L60.  I fail to see the specific statement you cited: “any officer executive or employee whose integrity has been questioned should be relieved of his/her office to allow a procedural investigation.”

I am also concerned with explicit authorizations by NPUC to solicitors from the different missions/conferences who come to the US and Canada to solicit donations which are neither accounted for or reported to donors. There seems to be an impunity to transparency and accountability fed by expatriates' co-dependency regarding donating to their home missions/conferences. The rumors of fiduciary irregularities by these solicitors are affirmed by many donors' anecdotal narratives of donations not being used for donors' intended purposes. I believe this practice is contrary to denominational policy. I am also looking into the criminality of this practice as far as US laws are concerned. The best practice would be to let US-based organizations to handle collection of donations. These said organizations can then require reports from recipient organizations as a hedge from rumored corruption, i.e,. personal use of funds by said solicitors.

Also ask them about their secret dealings with a developer allied to Ayala selling off parcels of AUP properties - we have statements from his AUP Board regarding this - see what more lies he we'll say to cover this up - if he dies he is certainly on the take with fdg which amounts to millions ...


Also ask him about a reported/alleged acceptance of a baccarat crystal worth Php 800,000 that is still in his possession

Good morning to both of you.  There are series of questions that I would like to post for Pastor Mangiliman:


1.  If and when there is a private for-profit legal entity who would be willing to invest to build AUP Hospital, would you as Chairman of the AUP Board be willing to consider it and endorse that to your Board?


2. Which of the different alternative would you consider?
  a)  A separate legal for-profit entity be establish to own the hospital building?
  b)  A separate non-profit entity be establish to operate and manage the hospital operation?
  c)  A buy and sell Agreement is entered into by and between the entity that has title to the building and the Operator of the hospital?


3.  Which ones would you support in the different options of the for-profit legal entity?
  a)  A legal for-profit entity organized in the USA to build the AUP Hospital?
  b)  A legal for-profit entity organized in the Philippines to build the AUP Hospital?
  c)  A for-profit Cooperative to be establish in the Philippines to build the AUP Hospital?
  d)  A for-profit Cooperative already establish in the Philippines to fund the construction of the AUP Hospital?
  d)  A CrowdFund entity establish in the USA to build the AUP Hospital?
  e)  A CrownFund entity establish in the Philippines to build the AUP Hospital?


Let me bring to your attention a chapter in the Ministry of Healing - Ministry to the Rick and I will quote the last 2 pages of that chapter.


Page 215 and 216:
Let those who work for the higher classes bear themselves with true dignity, remembering that angels are their companions. Let them keep the treasure house of mind and heart filled with, "It is written." Hang in memory's hall the precious words of Christ. They are to be valued far above gold or silver.


Christ has said that it is easier for a camel to go through the eye of a needle than for a rich man to enter the kingdom of God. In the work for this class many discouragements will be presented, many heart sickening revelations will be made. But all things are possible with God. He can and will work through human agencies upon the minds of men whose lives have been devoted to money getting.


There are miracles to be wrought in genuine conversion, miracles that are not now discerned. The greatest men of the earth are not beyond the power of a wonder-working God. If those who are workers together with Him will do their duty bravely and faithfully, God will convert men who occupy responsible places, men of intellect and influence. Through the power of the Holy Spirit, many will be led to accept the divine principles.


When it is made plain that the Lord expects them as His representatives to relieve suffering humanity, many will respond and will give of their means and their sympathies for the benefit of the poor. As their minds are thus drawn away from their own selfish interests, many will surrender themselves to Christ. With their talents of influence and means they will gladly unite in the work of beneficence with the humble missionary who was God's agent in their conversion. By a right use of their earthly treasures they will lay up for themselves "a treasure in the heavens that faileth not, where no thief approacheth, neither moth corrupteth."


When converted to Christ, many will become agencies in the hand of God to work for others of their own class. They will feel that a dispensation of the gospel is committed to them for those who have made this world their all. Time and money will be consecrated to God, talent and influence will be devoted to the work of winning souls to Christ.


Only eternity will reveal what has been accomplished by this kind of ministry--how many souls, sick with doubt and tired of worldliness and unrest, have been brought to the great Restorer, who longs to save to the uttermost all that come unto Him. Christ is a risen Saviour, and there is healing in His wings.
