Fact Checking AUP COM Progress Reports; Keep the AUP College of Medicine dream alive!

 Fact-checking AUP COM Progress Reports - 4
College of Medicine Updates August 2011
Fact # 1 - Plan B "The best place for the COM would be adjacent to the present academic cluster and not near the New Gate as originally planned... The building planned would cost around 70 million pesos.... still below the previous [Plan A] 150 million."

College of Medicine Updates August 2011

Fact #2 - Floor area in square meters:  COM dean’s office 35; COM departmental offices 63; Micro/Para lab 105; Physio/Biochem lab 84; Histo/Gross Anatomy lab 151 - Total 438 square meters
http://youtu.be/gjussio3AoU

Fact # 3 Plan C [B-1 + B-2]: 4,733 sq.m. for US$1.9mil [US$401.44 per sq.m.]  Note the extensions in the back. There are now two facades: the original Plan B Front North Western View and the Plan C South Eastern View extensions/additions in the back. Briefly, it was a leap from a two-storey Plan B: 1,532 sq.m. to a three-storey Plan C: 4,733 sq.m. with a covered car park in the basement and additional room.  US$1.9mil @Php42+ to US$1 would be about Php 80 mil

Fact # 4 - Assuming that the total designated floor area for the temporary College of Medicine offices and classrooms is about 438 square meters, this would be 9.25% of the 4733 square meters total floor area of the Alumni Hall.
Rounding our figure to ten percent (10%) of the estimated US$1.9 million price of the finished structure, the space assigned to the projected College of Medicine should cost about US$190k.

Fact # 5 -  Donations received from alumni as well as non-alumni sources in response to specific appeals by the Advancement Office and Office of the President on behalf of the College of Medicine building suggest that funds raised have reached more than the US$190k needed, way more than may be required by the Technical Committee on Medical Education (TCME) to provide sufficient space for the medicine program.

"The plan was for existing structures of AUP to be used...""
Fact # 9, Subsequently, FG: "... asked an architect to plan for a building which will cost about 80 million pesos."

AUP College of Medicine Update - Summer 2014
Fact # 11 - Despite the information FDG received in regard to the medicine program that "AUP does not need a completed building..." and that it was alright "... for existing structures of AUP to be used,"  he still decided to go ahead with the plan he had formulated as the capstone of his administration: Promote funding the construction of more buildings.

Why the delay?  AUP College of Medicine Update, Feb 2014

"AUP was evaluated in 8 areas ... Their findings state that we have two major areas of concern... Firstly, we need more physicians who have medical schol teaching experience.. Secondly, .. the Adventist Medical Center-Manila (or MAMC) needs more service/charity patients..."

Fact #12 - Total funds received since August 1, 2007 - May 20, 2014 = PhP 56,162,757.34
Total expenses since March 30, 2007 - May 20, 2014 = [PhP] 95,798,975.31
AUP College of Medicine Update - Summer 2014

The sum of PhP95,798,975.31 has so far been expended resulting in an unfinished Alumni Hall which is PhP15.8 mil above a previous estimated cost of PhP80 mil.

Questions arise: How much more may be needed to complete the Alumni Hall? And, should funding a multipurpose Alumni Hall for general use be the AUP administration's top priority when compliance with the CHED/TCME requirements for a permit to open our medicine program still remains to be fulfilled

AUP College of Medicine Update - Summer 2014

"Most of the rooms will be occupied and used by the Medical Technology Department, the gross [Anatomy] laboratory will be used by the College of Dentistry, and the... basement intended for parking will be developed to house the computer and IT departments."
AUP College of Medicine Update - Summer 2014

Why is it important for the NPUC and AUP board of trustees to honor the rights of donors to designate their gifts for the intended purpose of keeping our dream of a College of Medicine alive?

From a faith perspective, a grantee-donor relationship is more than a contract; the two parties bind themselves in an unwritten covenant.  Often overlooked is also the fact that a collaborative relationship exists between donor and grantee.

1.  Guaranteeing the rights of donors are respected is a great means of building trust.  It's the ethical thing to do.

2. When donors agree to part with their charitable gifts this is done in good faith and a direct response to fundraising appeals about some specified recipient need. Donors expect the information they receive will all be factual and accurate.

Why should the PUC/AUP AWESNA send an appeal to the NPUC leadership and the AUP Board of Trustees to ensure that funds designated for the AUP COM are restricted and used solely for the intended purpose?
